HOUSE BILL NO. 311 by Representative Whitaker, entitled:                                            
                                                                                                    
     "An Act relating to oil and gas leases; imposing a limit on the                                
     Department of Natural Resources that relates to the issuance or                                
     extension of oil and gas leases containing natural gas that is                                 
     capable of production in paying quantities; and establishing tax                               
     exemptions related to oil and the recovery of oil from oil and gas                             
     leases; and providing for an effective date."
